Dressing a Russian anvil horn

OK, I know it isn't as good as a Czech or a German anvil, but I plan to buy one of the cast STEEL Russian anvils that Harbor Freight has on sale for $70 right now. This is a 110-pound anvil, and when you tap it wth a hammer, you get a nice, sutained ring, unlike what you hear when you tap the cast iron Chinese anvil next to it.
The one thing that another reviewer said about this anvil is that the horn is replatively rough, and needs dressing with a grinder. Can I accomplish the same thing with hand tools, e.g., draw filing it and hitting it with emery paper? Thanks for advice.

You can accomplish it by any method that you find controllable and that will remove metal from the horn. The horn should be soft enough for files or sandpaper or any other common abrasive method to work on it. One thing to keep in mind is that knife makers don't really use the horn of the anvil as a rule. As a note, Harbor Freight has small angle grinders sometimes as low as $10 .......

Sometimes the platen can be removed from one of the handheld woodworking beltsanders and used as a slackbelt grinder. This would work well for an application such as that.
