What is the difference between a belt sander and belt grinder?

What are the minimal specs for a belt sander or grinder that could be suggested for getting started in knife making? What is the price range for such a tool? Are there any companies that I should avoid any that Could be recommended? Any makers in the Tacoma WA area that would be willing to let me tour their shop and ask a few stupid ?S
