The polyester pearl stuff is about as cheap as you'll find for a pearl-look handle material. It works well on the sander. For final finishing, use regular sandpaper. If you really have to have the look of pearl, this is your cheapest choice. If you don't have to have that look, try some micarta. Or even dymondwood. Dymondwood has a reputation for being a cheap handle material, but it is pretty durable and fairly cheap. Some of the solid colors actually look OK.
Good luck, and keep at it. I started really trying to make decent knives when I was about your age, so I know how tough it is with a 15-year-old's budget. Christmas is coming up -- what's on your wish list?
