Critical temperature for most carbon steels is in the 1500s range, I'm not sure if you can weld in it, but heat treating shouldn't be a problem.

At 2300 degrees you'll have more than enough heat for heat treating or welding carbon steels. Problem is, you have no digital temperature control so you'll have to learn the techniques for judging the temperature.
Also, you may have noticed that the answers you've received so far all mention carbon steel. You didn't specify what steels you were interested in but you should be advised that you won't be able to properly heat treat stainless steel in a forge ......... |
