Here is what my book says:
Annealing: heat slowly to 1600 degrees and hold for a minimum of 1 1/2 hrs to 6 hrs depending on size of part. Cool at a rate of 40 degrees per hour to 1000 degrees. Cooling rate below that is not critical.

Cliff,

Before you go through the lengthy process of annealling, heat treat, temper, temper, etc. why don't you get a carbide drill bit? I have occasionally heat treated a blade before I was ready and had to do the same thing.

Cliff, masonary bits work too. I just don't know if they make them in the size you need.
