Meat cleaver steel?

I have a customer request for two custom designed meat cleavers. To meet the design,I need 3/16"x4"x12" stock. This will be a stock removal project....I don't have an anvil.
Any suggestions on type of steel and sources will be greatly appreciated.

I make quite a few cleavers. Part of the problem with choosing steel for cleavers is simply the physical size that blade steels come in - not many steels available in those large sizes. Some people like carbon steel and some prefer stainless. O1 is a very good steel for cleavers and Sleepy's suggestion is a good one for that. 440C is my preference for stainless cleavers and Sheffield's Knife Supply can get that for you.........
