3-phase grinder and a static phase converter?

Im looking at a 2 horsepower grinder and its 3-phase 380volt could I use a static phase converter or do I need a rotary converter? If I can use a static would a 230volt run it but just at a lower horsepower? Thanks guys im no electrician.
