5160 for stock removal
I know Wayne Goddard loves this stuff because of it's strength when properly HTd. Can it be used to good effect as a stock removal only steel as well?

Why not ? The properties of 5160 are the same whether you forge it or grind it. It's a good basic steel because it's easy to forge and heat treat ,it's "forgiving".
