What Am I Doing WRONG?

My first kit knife. I have sanded and sanded with 320, 400 & 600 grit and then 5 coats of tung oil with sanding in-between each coat and STILL have these dimples. It's end grain zebra wood.

You're not doing anything wrong. Zebrawood is a very porous wood. You need some kind of clear filler if you want to get rid of the pores...

Bobbybirds has it right, some wood has large pores and voids, super glue is a good option to fill them if they bother you.

Or, if you prefer making knives to doing extensive amounts of woodwork you could use stabilized wood or a stabilized wood product like Dymondwood. Sand to 400 grit, buff, you're done ...
