What you probably have is a stain glass lead came cutting, and working knife, of the herder design. The lead weight on the end is used for tapping in horseshoe nails into a stain glass layout board. I have the same knife blade design, but marked Don Carlos, with a Korea stamp. I can think of 10 other uses for your knife, right of the top off my head, as well. PS: It is probably Vintage 1970's from what i found.
