Yes it' vinyl, but the kind with what looks like a paper backing is actually 30% asbestos. You can tell by tearing a small piece and look for crystal fibers. The stuff would make cleanup easier. Oh and if you ever decide to remove it, just keep it wet.
Talk to a flooring store about non flammable alternatives like cement board for tiles and there is a cement like floor leveling mix as well that you would trowel on. Many options out there with the new polymer cement-stucco type stuff.
