I heat my 1095 blades in a forge, so I might be getting the piece hotter than you are, and I never heat my quenching oil, (which is vegetable oil) over 100 degrees F. I've not had a problem with hardness. Maybe try heating the 1095 a little hotter, and use cooler oil. Petroleum based quenching medium definitely work, but there is a much more significant risk of flash fires, and breathing protection is necessary. Fumes are toxic. Best wishes.
