Even with a 400 grit belt you might get some deeper scratches. May have to back down to 320 and see. If that doesn't get them out, you'll have to back down a bit further to 220. Just remember if you don't get them all out with the coarser grit the finer grit's not going to either.
With the belt grinder it is the same....make sure you are getting all the lower grit scratches out before moving up to the next one.
