Did you plug in the Etch-O-Matic? Just kidding. Either the etcher isn't working or your stencil isn't well made and maybe the electrolyte isn't good.
So, put a volt meter across the alligator clip and one of the screws that secures the metal grill and see if you get a reading.

How long did you apply the pad?
